Gladstone Station District Secondary Plan Study Area - Zoning By-law Amendment - D02-02-20-0106

 Site Location

The proposal zoning amendment applies to lands within the Gladstone Station District Secondary Plan area which are generally bounded by Somerset Street to the north, Highway 417 to the south, Breezehill Avenue and Loretta Avenue (south of Gladstone Avenue) to the west, and Preston Street (including properties facing Preston Street on its east side) and Booth Street (south of Balsam Street) to the east.

Applicant’s Proposal

The City of Ottawa has initiated Zoning By-law Amendment to change the minimum parking space requirements on Schedule 1A to Zoning By-law No. 2008-250 so that the area subject to the proposed Gladstone Station District Secondary Plan becomes “Area Z: Near Major LRT Station”. This will support the implementation of the proposed Gladstone Station District Secondary Plan.

Description of Area and Surroundings

The lands compromising the Gladstone Station District include a range of land use designations, including Mixed-Use Centre, Traditional Mainstreet, and General Urban Area. Notable characteristics include:

• Large vacant or underutilized parcels throughout the study area that have significant potential for accommodating more residents and workers, establishing new connectivity throughout the area, and creating more public spaces.

• Three traditional mainstreets, including Preston Street, Somerset Street and Gladstone Avenue, run through the site and provide commercial and residential corridors throughout the area.

• Adjacent communities, including Little Italy/Chinatown/Dalhousie and Hintonburg, are vibrant, pedestrian-oriented and provide a diversity of people, age groups and housing typologies.

• A new LRT station is currently being constructed on Gladstone Avenue and the rail corridor, with an estimated completion date in 2023. It will provide a significant new transportation mode for all residents and visitors to the area and support sustainable transportation objectives.

Proposal Details

The City of Ottawa has completed a Secondary Planning study, under the Ontario Planning Act, to update the planning and design policy for the study area, called the Gladstone Station District. The study was undertaken because significant growth and change is expected in this west downtown neighbourhood over the next 20 years. In particular, there is a large amount of vacant or underutilized land within walking distance to the future LRT station on Gladstone Avenue that is anticipated to accommodate this growth. The Secondary Plan prioritizes new development that will support and attract the use of active transportation modes (such as walking and biking) on a daily basis and reduce automobile dependence.

The Zoning By-Law Amendment proposes to modify Schedule 1A to Zoning By-law No. 2008- 250 to make the area covered by the Gladstone Station District Secondary Plan subject to the minimum parking space requirements defined by “Area Z: Near Major LRT Station”. Much of the study area already falls under this Area Z zoning regime, given they are designated by the Official Plan as Mixed-Use Centre (MUC). Once the proposed Secondary Plan is adopted, the entire study area will become a Mixed-Use Centre. Currently, the other two minimum parking zoning standards for the study area are: “Area X: Inner Urban” which currently applies to two large areas east and west of the MUC area (which are currently designated General Urban Area); and Area Y: Inner Urban Mainstreets which currently applies for Preston Street, Somerset Street, and Gladstone Avenue.

The proposed rezoning to Area Z, from the existing Areas X and Y, will update the performance standards for minimum parking space requirements to better align new development with the future of this transit-oriented neighbourhood. Minimum parking requirements applicable to development (with the exception of visitor parking) will be eliminated on lands within the study area. Parking requirements outside of these areas are not proposed to change.

Timelines and Approval Authority

The “On Time Decision Date”, the target date the Official Plan Amendment and Zoning By-law Amendment applications will be considered by the City’s Planning Committee, is February 11, 2021.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Ottawa before approval is given, the person or public body is not entitled to appeal the decision of the Council of the City of Ottawa to the Local Planning Appeal Tribunal.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Ottawa before approval is given, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
