Reid Park Redevelopment Update

A few of you have been, rightfully, e-mailing our office looking for an update on the progress of the Reid Park Re-Development. Our last update to the community was in March, when we were able to provide a final concept plan and detailed information about the environmental risk management plan. You can check out that information here. That previous information indicated that construction would start in May 2017. As you most likely know, this hasn't happened and City staff have updated us to let us know that the anticipated timelines have shifted. It is now anticipated that construction will begin mid-October 2017, and that the park will be fully done and re-opened in November 2018. Unfortunately this means that the wading pool season will be impacted. Staff have provided more details below:

Re: Reid Park Redevelopment - Update

This letter is to provide an update on the progress of the Reid Park Redevelopment project. The approved Reid Park Redevelopment plan, which been the subject of public consultation over several years, will include the installation of new play equipment, shade shelter, fitness stations, accessible pathways, park furniture and trees; the relocation of the basketball court; the removal of the existing parking lot; the partial demolition of the existing park building (former Reid farmhouse) and the retention and restoration of its heritage stone walls, and; overall park landscaping to establish a winter sliding hill and an off-leash dog area.

Based on environmental studies which were completed at Reid Park leading up to the planned redevelopment, portions of the park’s soils have been found to have concentrations of metals and polycyclic aromatic hydrocarbons (PAHs) exceeding the current provincial standards for a parkland property. The Reid Park redevelopment project was therefore expanded to include an Environmental Risk Management Program (ERMP). The City will implement an ERMP to address the contaminated soils at the same time as the planned redevelopment. The risk management program has been designed to prevent direct contact with the contaminated soils at the site, using an approach referred to as ‘soil capping’. This approach will involve the importation and placement of approximately 0.5 m of clean soil directly over top of the existing impacted soils. A geotextile will also be placed as a demarcation barrier between the clean soil cap and the underlying pre-existing soils.

Integrating and coordinating the environmental risk management program with the redevelopment plan for Reid Park was a challenging process and delayed the completion of detailed design and specifications for the project. After many months of preparing contract documents, the City is pleased to announce that the project is now out to tender. Tenders are to close on October 2^nd and a construction contract should be awarded by mid-October 2017 to the lowest bidder meeting specifications. It is expected that construction will begin in late October, beginning with removals, site preparation and servicing. Construction activity will continue into December until winter conditions set in. Construction will resume in mid-April 2018 and continue through the summer and fall. The anticipated date of substantial completion of the project and the reopening of the park is November 2018.

This extended construction schedule is necessary to complete all works and will result in the closure of Reid Park to the public for a full year. The wading pool will resume operation in 2019. While this closure is unfortunate, the resulting newly redeveloped park will be an attractive and safe public space that will better meet the recreation needs of the community.

Objet : Le point sur le réaménagement du parc Reid

La présente vise à vous informer des derniers développements concernant le projet de réaménagement du parc Reid. Le plan approuvé de réaménagement, qui a fait l’objet d’une consultation publique s’étendant sur plusieurs années, prévoit l’installation de nouvelles structures de jeu, d’un abri à l’ombre, de stations de conditionnement physique et de mobilier de parc, la plantation d’arbres ainsi que l’aménagement de sentiers accessibles. De plus, le terrain de basketball existant sera déplacé, le parc de stationnement sera enlevé, le bâtiment actuel (l’ancienne ferme Reid) sera partiellement démoli – ses murs de pierre patrimoniaux seront conservés et restaurés, et un aménagement paysager général sera réalisé afin de doter le parc d’une pente de glisse pour l’hiver et d’un espace pour les chiens.

D’après les études environnementales menées sur le parc Reid avant la planification de son réaménagement, le sol contient, dans certaines portions du site, des concentrations de métaux et d’hydrocarbures aromatiques polycycliques (HAP) supérieures aux normes provinciales en vigueur pour les terrains de parc. Par conséquent, la portée du projet de réaménagement a été élargie; le projet comprend un programme de gestion des risques environnementaux. Ce programme permettra à la Ville de régler le problème de contamination lors du réaménagement du parc. Il a été conçu pour prévenir tout contact direct avec le sol contaminé, grâce à une technique appelée « recouvrement du site ». Il s’agira d’épandre environ 0,5 m de terre propre directement sur le sol contaminé. À titre de démarcation, un géotextile sera également placé entre le sol contaminé existant et la nouvelle couche de terre propre.

La coordination du programme de gestion des risques environnementaux avec le projet de réaménagement du parc Reid a posé des défis et retardé l’achèvement de la conception détaillée et des spécifications du projet. Après de nombreux mois à préparer les documents contractuels, la Ville est heureuse d’annoncer que le projet fait maintenant l’objet d’un appel d’offres. Les soumissions sont acceptées jusqu’au 2 octobre, et un contrat de construction devrait être octroyé d’ici la mi-octobre 2017 au plus bas soumissionnaire respectant les spécifications. Les travaux devraient débuter à la fin octobre avec les travaux d’enlèvement, de préparation et de viabilisation, et se poursuivre jusqu’en décembre, avec l’arrivée des conditions hivernales. Ils reprendront ensuite à la mi-avril 2018 et se poursuivront au cours de l’été et de l’automne. Leur achèvement substantiel et la réouverture du parc sont prévus en novembre 2018.

Un tel échelonnement des travaux est nécessaire à la réalisation du projet. Le parc Reid sera fermé durant une année complète. La pataugeoire rouvrira en 2019. Toutefois, après cette longue fermeture, le parc Reid deviendra un espace public attrayant et sécuritaire qui répondra davantage aux besoins de la collectivité en matière de loisirs.
