LPAT decision: Roosevelt long semis

The Local Planning Appeal Tribunal has overturned the Committee of Adjustment (CoA) decisions against long semis proposed for 508 and 512/14 Roosevelt Avenue. Residents had successfully fought lot area variance applications by Falsetto Homes and Kenwood Homes at the CoA that were sought to build long semis on the two (to be subdivided into four) properties.

Those applications were not opposed by the City, but the CoA refused the variances after residents argued that replacing the two single detached houses with four long semis, each with secondary dwelling units (for a total of 16 units) would be over-intensification.

I'm not surprised by the LPAT ruling, which I've attached below. We know that greater intensification is coming to the ward, and the long semi is a permitted type of housing in the R3R zone. However, it does lend some urgency to concluding the Westboro Infill Study so that everyone knows what the new rules actually are, and how the impacts of intensification will be mitigated through design. The current parade of applications to the Committee serves no one well.
