398-406 Roosevelt - Resubmission - Site Plan Control Application

A resubmission of the Site Plan Control application for 398-406 Roosevelt have been received by the City of Ottawa. Previously, as some may remember, the Zoning By-law Amendment application had been approved by Council in June 2018, but it was subsequently appealed to the Local Planning Appeal Tribunal (now the Ontario Land Tribunal). In April 2021, LPAT dismissed the appeal, which allowed the Zoning By-law Amendment to come into force. The owners of the original project (Domicile) have now sold the project to ML Devco. Consequently, this is their resubmission of the project's Site Plan Control application.

The primary revisions to the project include the following:

  • The building is now proposed as residential, with previous the previous ground-floor commercial component removed.
  • Surface parking has been removed and the site will only have underground parking; the rear yard surface parking and driveway has been replaced with private landscaped terraces for the ground-floor units.
  • The rooftop terrace on the south side of the 5th floor has been removed; units have now been proposed with private amenity spaces in the form of balconies and terraces.
  • The proposed architecture has been changed; the previous red-brick design has changed to stone and earth-tone panelling.
