16 Lowrey St - Site Plan Control Application

A Site Plan Control application to convert an existing three-storey residential triplex building into a four-unit low-rise apartment dwelling. The ground floor apartment (which includes the basement) is to be converted into two separate units:  1st on the ground floor and 2nd in the basement. One surface parking space and two bicycle parking spaces are proposed.

The subject site is located to the south from Scott Street, on Lowrey Street, between Garland Street and Merton Street, in the Hintonburg-Mechanicsville neighbourhood. The rectangular property has an area of 303 square metres, with 10.065 metres frontage on Lowrey Street and a lot depth of 30.16 metres. The property is currently occupied by a three-storey three-unit dwelling.

The area surrounding the subject site is generally characterized by residential uses typical to R4UB zone, i.e. low-rise residential, with a mix of existing single family dwellings and multi-unit new developments. Lowrey Street predominantly consists of existing dwellings from 1950s – 1960s. To the northeast of the subject site is a low-rise (three-storey) six[1]unit residential building completed in 1991, municipally addressed 6 Lowrey Street. The Bayview LRT Station is located approximately 500 metres northeast of the subject property. The purpose of this application is to accommodate the conversion of the existing three[1]storey residential triplex building into a four-unit low-rise apartment dwelling.

The applicant is proposing a total of four dwelling units consisting of two three-bedroom units and two two-bedroom units. One surface parking space and two bicycle parking spaces are proposed instead of previously proposed six bicycle parking spaces. A garbage room will be located internally on the ground level. 2 Once the application for Site Plan Control has been reviewed, the applicant intends to submit an application for Minor Variance in instances where the proposal does not comply with the requirements of Section 161, pertaining to the R4 zone. Additional variances may be identified through the review process.
