Zoning By-law Amendment - 1081 Carling Avenue

The City of Ottawa has received a Zoning By-law Amendment application for 1081 Carling Avenue to add “Apartment building, high rise” as a permitted land use, permit loading in a rear yard abutting a residential zone, and permit additional building height, for the construction of 22-storey and 28-storey towers.

The subject site is located on the north side of Carling Avenue between Hamilton Avenue South and Parkdale Avenue in the Civic Hospital neighbourhood. The irregular shaped site has 64 metres frontage on Carling Avenue, 65 metres frontage on Hamilton Avenue South, 70 metres frontage on Parkdale Avenue and a lot area of 4,293 square metres. The site is currently split zoned, with the southern half of the site zoned Arterial Mainstreet Subzone 10 with Exception 2196, or AM10 [2196], and the north half of the site zoned Arterial Mainstreet Subzone 2 with a maximum height of 11 metres, or AM2 H(11).

The site is currently occupied by an eight-storey office building with a two[1]storey parking deck at the rear and surface parking along the west and north sides of the site. Within the site vicinity, the surrounding neighbourhood includes a variety of land uses, including residential, instiutional, agricultural and commercial. To the north of the site is a five-metre, city[1]owned public laneway and a mature neighbourhood characterized by low-rise residential dwellings. To the east is the Ottawa Hospital Civic Campus including a 15-storey residential building that abuts Parkdale and faces the subject site. To the south is the Central Experimental Farm. To the west is the Duke of Devonshire, a six-storey retirement residence, and low-rise residential dwellings.

The purpose of the application is to amend the zoning of the entire site to “AM10, [XXXX] S(YYY)” to permit the proposed development. The new site-specific zoning schedule would establish permitted building heights, and required setbacks and stepbacks, while the site-specific exception will provide the necessary relief from specific provisions of the current zone. The applicant will propose to demolish the existing structures and construct two-towers containing a total of 462 units and 38,387 square metres GFA, with total heights of 22-storeys oriented on Hamilton Avenue South and 28- storeys oriented adjacent to Parkdale Avenue and each having a six-storey podium. 340 vehicular parking spaces (47 visitor spaces and 293 for residents) and 342 bicycle spaces located in a four[1]storey underground parking garage are proposed. A 429 square metre public park is proposed at the northeast corner of the site.
