403 Richmond Road - Site Plan Control Application

The City of Ottawa has received a Site Plan Control application to facilitate the construction of a 9- storey mixed-use building with 141 residential units and 484 square metres of commercial space fronting onto Richmond Road. Some will remember the approval of this application from last year (2021), when it sought an Official Plan Amendment alongside a Zoning By-law Amendment for the site. With zoning approved, the applicants are now putting forth this SPC application.

Currently, a two-storey funeral home occupies 403 Richmond Road, and a detached home occupies 389 Roosevelt Avenue. The subject site is located in the Westboro neighbourhood at the southwest corner of Richmond Road and Roosevelt Avenue. The surrounding area is characterized by a mix of uses along the traditional mainstreet of Richmond Road to the east and west with low- and mid-rise buildings containing street fronting retail and office or residential uses above. The area to the north of the site is primarily characterized by low-rise detached and semi-detached homes. The Dominion BRT station (future Kitchissippi LRT station) is located approximately 390 metres walking distance to the northwest of the site. The area to the west is characterized by mid- and high-rise residential towers, as well as the Sir John A. MacDonald Parkway and Trans-Canada Pathway which run along the edge of the Ottawa River. The area to the south of the site, beyond the parcels located on Richmond Road, are primarily characterized by low-rise residential development.

The purpose of this application is to accommodate the redevelopment of the subject site by demolishing the existing uses and constructing a 9-storey mid-rise, mixed-use building supporting both street-fronting retail and residential uses. Zoning for this project was approved by Council in 2021. The application includes a range of unit types including one-bedroom, two-bedroom, and three-bedroom apartments, as well as townhomes.

A total of 151 parking spaces are proposed within a three-level underground parkade; 93 spaces are to be provided for residents and 16 spaces are to be provided for visitors. Vehicular access to the parkade and garbage facilities is to be provided via Roosevelt Avenue at the northwest corner of the site. In addition, 140 below-grade bicycle parking spaces and 16 exterior bicycle parking spaces located along Richmond Road are proposed.

Our office is holding a community open house to give residents the opportunity to review the details further, and ask questions from the developer and City staff.
