2046 and 2050 Scott St - third submission update

For those following the progress on 2046/2050 Scott St, a third resubmission has been made and is now available to review on DevApps. 

The changes include: Increased westerly tower separation to 7m from the property line Decreased podium height from 7 to 6 storeys. Removed enclosed rooftop amenity space
